The reformed system of the ETS Directive

Launched in 2005, the Emissions Trading Scheme (ETS) is the environmental pillar of the EU climate policy. Combined with the Effort Sharing Decision, the Renewable Energy Directive, the Fuel Quality Directive and the CO2 and cars legislation, the EU has a comprenhensive set of measures in order to fight climate change and meet the International and European targets.
From 2012, the ETS system will be substancially reinforced and its scope will be extended to new activities such as aviation. Furthermore besides CO2 emissions, there are some substances such as black carbon which have adverse impacts on the envionment. In this regard, the “European Parliament prompted the Commission to adopt a Regulation aiming to restrict after 2013, the use of CDM credits from projects involving the destruction of HFC-23 in the EU ETS.” (Editorial of MEP Theodoros Skylakakis, Newsletter of the Intergroup, August-November 2011)
The conference represents an opportunity to look ahead and discuss the reformed ETS system by touching upon a wide range of sensitive issues such as non CO2 emissions, the inclusion of international aviation, and the link with the energy efficiency directive under discussion in the European Parliament.
