Born on 22 August 1951 in Portugal, MEP Luis Manuel Capoulas Santos is Vice-Chair of the Delegation to the Euro-Latin American Parliamentary Assembly and coordinator for the S&D Group in the Agriculture Committee. He was Minister of Agriculture and Fisheries from 1998 to 2002.
