Lars WALLOE
Administrator
Lars Walløe was
born in Oslo in 1938, studied medicine in Oslo and has also a Ph.D.
in physical chemistry.
Lars Walløe is Professor of Physiology at the Faculty of Medicine of the University of Oslo where he has previously also been
professor of applied statistics and cybernetics. He has also been part-time
Research Director at the Institute of Marine Research in Bergen
and part-time Professor at the Department of Arctic Biology at the University of Tromsø. His current research is in the
field of cardiovascular control mechanisms in man and in other large mammals,
and he has developed non-invasive ultrasound instruments for such studies, but
he has also published on neuronal nets, statistical methodology, historical
demography, population biology, and reproductive epidemiology.
Professor Walløe is Scientific Adviser to the Norwegian Government on Marine
Mammals. He has been President of the Norwegian Academy
of Science and Letters, Chairman of the Norwegian Population Panel, Director of
the Norwegian research program on acid rain, Chairman of the Norwegian Research
Board for Environment and Development and Chairman of the Standing Committee
for Life and Environmental Sciences of the European Science Foundation.

Dr. Serge Michel
Garcia holds a ScD (Doctorat in Sciences) of the Marseille
University (France, 1976) with an initial
specialisation in shrimp population dynamics and tropical fisheries management.
He worked in West Africa from 1968 to 1979
(for the French Institute of Research for Development, IRD (formerly ORSTOM)
and headed the national Oceanographic Research Centre (CRODT) of Dakar-Thiaroye
(Senegal, 1976-79). He joined the FAO Fisheries Department in 1979 as
Responsible for West African Fisheries Resources. He headed the Marine
Resources Service of this organisation from 1984 to 1990 and has been the
Director of the Fisheries Resources Division (then Fishery Management Division)
dealing with inland and marine fisheries resources and environments as well as
aquaculture until he retired in 2007. With his unit, he has been monitoring the
state of world fishery resources for the last two decades, issuing a number of
FAO warnings about the unsustainability of the ongoing fisheries regime. He
pioneered and promoted in FAO the use of sustainability indicators, the
precautionary approach and the ecosystem approach in support of fisheries
management, and, more recently, the development of position papers in fisheries
ethics and systemic approaches to fisheries assessment and management.
He is also the initiator and lead person of the UN Atlas of the Oceans (http://www.oceansatlas.com). Dr. Garcia is a member
of a number of Scientific Steering Committees and Boards of institutions and
initiatives such as the French Institute for Research and Exploitation of the
Sea (IFREMER), the Consortium for Oceanographic Research and Education (CORE)
Census of Marine Life project (CoML), the OBIS Board, and the Nippon Foundation
Research and the European Board for Conservation and Development (EBCD).
Serge BESLIER

Serge Beslier,
holds a master in Law and Political Science of the University of Paris (France,
1967), after following an education at both the High-school for the
Administration of Maritime Affairs (Bordeaux 1969) and the School of instruction
for naval officers (Brest 1970).
He started his career within the French Administration for Maritime Affairs
from 1971 to 1983 where he held several positions: Ministry of the Sea – Head
of the office "Market organisation and relation with stakeholders
(1979-1983), Responsible for the Search and Rescue Centre of Western Brittany
(1974-1978) and Administrator in the port
of Le Havre (1971-1974).
Then he joined the European Commission/ DG Fisheries and Maritime Affairs from
1984 to 2007. Within the European Commission he has been Acting Director for
the External Policy and Markets (2007), Head of Unit for the International
Policy and Law of the Sea (2005-2007), Head of Unit for the Enlargement and
Coordination of International Policy (1997-2005), Head of Unit for the
Enlargement and Coordination of the Common Fisheries Policy (1994-1997), Head
of Unit for the Market Organisation and Trade Policy (1987-1994), Official in
the Unit Responsible for the Enlargement Negotiations with Spain and Portugal (1984-1987).
He is currently Honorary Director of the European Commission and Chief
Administrator for Maritime Affairs (R).
